Five-Level Governance Architecture

Our project management framework is built on a five-level governance architecture that establishes clear lines of authority, responsibility, and communication across all project phases. This hierarchical structure ensures that strategic objectives set at the highest level cascade effectively to field operations, while operational data and insights flow upward to inform executive decision-making.

Level 5: Board Level
Key Responsibilities:

  • Ensure projects align with organizational long-term strategic and financial objectives
  • Provide ultimate oversight and approve major investment decisions
  • Review annual financial performance and approve overall project funding
  • Set high-level corporate strategy and portfolio priorities

Level 4: Executive Level
Key Responsibilities:

  • Monitor overall project health and performance against strategic goals
  • Track portfolio-level financial performance and resource allocation
  • Provide strategic direction to project managers
  • Approve major budget allocations and project scope changes

Level 3: Project Management Level
Key Responsibilities:

  • Define, plan, and manage entire project lifecycle from initiation to closure
  • Develop comprehensive project scope, schedule, budget, and quality plans
  • Monitor project performance and implement corrective actions
  • Manage project risks, issues, and changes through formal processes

Level 2: Operations Level
Key Responsibilities:

  • Translate project plans into actionable daily and weekly operational activities
  • Manage resource allocation and coordinate field team activities
  • Track costs, schedules, and resource utilization in real-time
  • Aggregate field data into structured reports for project management

Level 1: Field Level
Key Responsibilities:

  • Execute assigned agricultural tasks according to specifications and schedules
  • Collect accurate data on activities, time, materials, and outcomes
  • Report progress, issues, and observations to operations management
  • Maintain quality standards in all field activities

Reporting and Control Flows

Effective project governance requires seamless information flow in both directions: upward reporting that aggregates operational data into strategic insights and downward control that translates strategic decisions into actionable field activities.

Reporting Flow
(Upward Information Aggregation)

Information flows upward through progressive aggregation and analysis, transforming raw field data into strategic intelligence.

Field → Operations

Timesheets, task completion data, daily activity logs

Operations → Project Management

Weekly cost summaries, schedule adherence reports, resource utilization

Project Management → Executive

Monthly status reports, risk registers, budget variance analysis

Executive → Board

Quarterly portfolio dashboards, financial trend analysis, strategic risk assessments

Control Flow
(Downward Decision Cascade)

Strategic direction flows downward through progressive translation into specific actions.

Board → Executive

Corporate strategy, investment decisions, risk tolerance parameters

Executive → Project Management

Project priorities, budget approvals, strategic objectives

Project Management → Operations

Project plans, work breakdown structures, resource allocations

Operations → Field

Weekly work schedules, daily task lists, resource assignments
